<p>PET shop owners are taking issue with a new ruling that from next month will require them to take a course on animal care.</p> <p>The course, announced by Parliamentary Secretary for National Development Mohamad Maliki Osman on Sunday, will be compulsory for shop owners and employees who have worked for more than six months.
